DAM LITTERING

Recently more and more littering occurs at the banks of dams.  Bottles of votka (?) , wine, bottles and cans of beer, cokes, bags, paper, human droppings.  You name it, if its litter you will find it at the banks of our dams.  How come the dam visitors and anglers don't care about their country any more?  Or could it be that they are not from this country?  Is this how they behave in their own house? Do they throw all their garbage on the floor? Fires are lit at the banks of dams almost every night (the risk of forest fire is extremely high), people drink and by the next morning are completely drunk.  Really, who could be staying out all night? What about their families, their jobs, their life in general? Why are they doing this? Could it be because they like fishing?  I don't think so.  Then why? Why don't they respect the nature of our country? Why does this country not mean anything to them?  How do they expect to earn other people's respect? Certainly this is not the way.
